LEAD Engineers, Inc. is a Washington state corporation (DBE/MWBE/SBE) providing professional consulting services in the areas of management, transportation design, transportation planning, and civil engineering. LEAD is committed to intentional excellence in servicing its clients with professionalism, quality deliverables and reliability.
LEAD's Leader and Principal Engineer:
Lena Peter, PE, brings more than 25 years of experience in transportation engineering, specializing in project management, roadway design, traffic analysis, traffic signal design, and transportation planning. Throughout her career, she has successfully delivered projects for state DOTs, tolling authorities, transit agencies, and municipalities.
Prior to founding LEAD Engineers, Lena co-founded a successful civil engineering consulting firm in Texas, where she played a key role in growing the business while leading the delivery of complex transportation projects. Her passion for building strong client relationships and developing high-performing teams continues to shape her leadership approach today.
After relocating with her family to Washington, Lena contributed to Design-Build transportation projects for the NW region and developed a deep appreciation for the state. Inspired by the opportunity to combine technical excellence with personalized client service, she established LEAD Engineers in 2022.
Lena is committed to delivering practical, high-quality transportation solutions while fostering meaningful partnerships with clients, agencies, and industry professionals. Her vision for LEAD Engineers is to build a trusted consulting firm known for integrity, responsiveness, and technical excellence.
LEAD's Construction Manager/ Safety Lead:
Tim Woodcock brings more than 20 years of construction industry experience spanning two continents. A graduate of the University of Surrey with a degree in Civil Engineering, Tim began his career in the United Kingdom and has successfully delivered a diverse range of projects, including residential developments, commercial buildings, power plants, tunnels, and major highway infrastructure.
His broad construction background and understanding of multidisciplinary project delivery enable him to effectively coordinate teams, manage complex challenges, and deliver successful outcomes. Whether overseeing multi-million-dollar contracts or small-scale change orders, Tim approaches every project with the same commitment to professionalism, integrity, and attention to detail.
After relocating to the United States, Tim earned his OSHA 510 certification and has served as a safety leader for multiple organizations, championing workplace safety and regulatory compliance. His dedication to fostering a strong safety culture has helped teams achieve project goals while maintaining the highest safety standards.
Tim joined LEAD Engineers in 2026 as Construction Manager and Safety Lead. He is passionate about supporting the firm's growth and leveraging his international experience to deliver exceptional service to clients throughout the Pacific Northwest.
